El primer workshop t\u00e9cnico del proyecto LIFE Garachico, titulado \u00abMedidas de Adaptaci\u00f3n Flexible para la Gesti\u00f3n de Espacios Costeros Urbanos en un Contexto de Cambio Clim\u00e1tico\u00bb, se ha llevado a cabo hoy, d\u00eda 24 de abril de 2024, en la Sala Isla Marti\u00e1nez, situada en el emblem\u00e1tico Lago Marti\u00e1nez de Puerto de la Cruz. El proyecto piloto LIFE Garachico que est\u00e1 liderado por la Consejer\u00eda de Transici\u00f3n  Ecol\u00f3gica y Energ\u00eda del Gobierno de Canarias y cuenta con la colaboraci\u00f3n de diez socios, promueve la adaptaci\u00f3n de \u00e1reas urbanas costeras de la Macaronesia ante posibles inundaciones marinas, consecuencia del cambio clim\u00e1tico. <\/p>\n\n\n\n

All this through the adoption of a series of strategies that increase the resilience of these areas against extreme coastal events, current or future.   <\/p>\n\n\n\n

The objective of this workshop has been to address in an interdisciplinary and applied manner the philosophy of flexible adaptation measures in coastal urban spaces in the face of climate change and explore their application for the management of these spaces, as well as present success cases where they have been began its application, generating a common vision within the framework of Macaronesia and identifying specific problems from the perspective of the attendees.    <\/p>\n\n\n\n

This first technical event of the project has focused on identifying the advantages and possibilities offered by flexible adaptation measures, as well as on the identification of the key actors who will take an active part in the regional platform for decision-making. Finally, the specific case of Garachico was addressed in a general way.    <\/p>\n\n\n\n

The opening of the event was led by the Department of Ecological Transition and Energy of the Government of the Canary Islands and the Puerto de la Cruz City Council. In his speech, the general director of Ecological Transition and Fight against Climate Change, \u00c1ngel Monta\u00f1\u00e9s, pointed out the good results that the project is having, \u201ca pioneer in the fight against climate change on the islands\u201d and that seeks, \u201cnot only the adaptation of the territory but also of the people who live in it, guaranteeing their safety in the face of events that will become more and more frequent.\u201d<\/p>\n\n\n\n

\u201cFrom the Ministry of Ecological Transition and Energy we work on adaptation and mitigation measures against climate change, so that the Canary Islands suffer these situations as little as possible, and LIFE Garachico is creating an unparalleled network of knowledge to achieve that objective,\u201d said Monta\u00f1\u00e9s. .    <\/p>\n\n\n\n

For his part, the Councilor for Sustainable City of the Puerto de la Cruz City Council, David Hern\u00e1ndez (ACP), highlighted the importance of participating in this project \u201cto undertake all the urban planning actions that are currently being carried out in the city but, above all, for future planning that takes into account the impact of climate change on the care of people and the sustainable urban development of the municipality.\u201d For Hern\u00e1ndez, \u201call this should be reflected along with the improvement of mobility and the renaturalization of spaces in the updating of the town's planning.\u201d<\/p>\n\n\n\n

El profesor \u00c1ngel Lobo Rodrigo, del Departamento de Disciplinas Jur\u00eddicas B\u00e1sicas de la Universidad de La Laguna (ULL), abord\u00f3 las \u00abCompetencias de las Administraciones P\u00fablicas frente a las amenazas en la zona costera por el cambio clim\u00e1tico\u00bb. Durante su intervenci\u00f3n, expuso la complejidad de los procedimientos administrativos para la realizaci\u00f3n de obras en el espacio mar\u00edtimo y la necesidad de clarificar las competencias de las distintas administraciones para adaptar las \u00e1reas urbanas costeras al cambio clim\u00e1tico. Lobo Rodrigo se centr\u00f3 en escenarios pr\u00e1cticos para el manejo del riesgo de inundaci\u00f3n en Garachico, ofreciendo perspectivas jur\u00eddicas sobre las soluciones propuestas.    <\/p>\n\n\n\n

A continuaci\u00f3n, Javier L\u00f3pez Lara, Responsable del Grupo de Riesgos Clim\u00e1ticos, Adaptaci\u00f3n y Resiliencia del IH Cantabria, present\u00f3 los \u00abPlanes flexibles de adaptaci\u00f3n frente al riesgo de inundaci\u00f3n costera\u00bb. L\u00f3pez Lara examin\u00f3 las estrategias de adaptaci\u00f3n r\u00edgida y propuso un marco estrat\u00e9gico de adaptaci\u00f3n flexible que apoya a los gestores locales y regionales en la toma de decisiones basadas en niveles de riesgo aceptables y la implementaci\u00f3n de medidas de seguimiento y monitoreo continuos, a trav\u00e9s de la participaci\u00f3n social activa.    <\/p>\n\n\n\n

Laura Comes Aguilar, coordinadora t\u00e9cnica del proyecto LIFE Garachico en TRAGSA, expuso el \u00abMarco Estrat\u00e9gico de Adaptaci\u00f3n Flexible para zonas costeras urbanas  inundables\u00bb, presentando el MEAF desarrollado en el proyecto, dise\u00f1ado para  manejar los riesgos de inundaci\u00f3n en zonas urbanas costeras. En su intervenci\u00f3n, resalt\u00f3 \u00abla urgente necesidad de contar con estrategias de adaptaci\u00f3n efectivas ante las inundaciones costeras por cambio clim\u00e1tico en la regi\u00f3n macaron\u00e9sica\u00bb. El proyecto, explic\u00f3, \u00abgenerar\u00e1 herramientas y aplicar\u00e1 medidas efectivas para anticipar, preparar y mitigar los da\u00f1os derivados por las inundaciones, incrementando la resiliencia de las comunidades costeras\u00bb. Adem\u00e1s, subray\u00f3 la importancia de la \u00abcolaboraci\u00f3n entre m\u00faltiples partes interesadas\u00bb para afrontar el  desaf\u00edo de las inundaciones que sufren los territorios insulares.    <\/p>\n\n\n\n

La sesi\u00f3n prosigui\u00f3 con un enfoque en la \u00abPercepci\u00f3n social y la resiliencia de las poblaciones en zonas costeras frente al cambio clim\u00e1tico\u00bb, presentado por Josu\u00e9 Guti\u00e9rrez Barroso, profesor del Departamento de Sociolog\u00eda y Antropolog\u00eda, \u00e1rea de  Sociolog\u00eda y Carla Gonz\u00e1lez Cruz, antrop\u00f3loga social e investigadora de la Universidad de La Laguna. En sus intervenciones destacaron la importancia de la participaci\u00f3n activa de la comunidad y la combinaci\u00f3n de enfoques cuantitativos y cualitativos para entender y mejorar la capacidad de resiliencia de las comunidades costeras. Tambi\u00e9n subrayaron la necesidad de estrategias sustentadas en un conocimiento cient\u00edfico s\u00f3lido para asegurar la eficacia en la intervenci\u00f3n con  diferentes grupos sociales.    <\/p>\n\n\n\n

A pioneering project that focuses on adaptation to climate change <\/em><\/strong><\/p>\n\n\n\n

The LIFE Garachico project was launched in 2021, with 55% co-financing from the European Commission's LIFE program.    <\/p>\n\n\n\n

In 2024, the project is focused on validating the calibration of the early warning system for predicting flood events, drafting action protocols to respond to adverse meteorological phenomena and installing a series of measures to reduce the possible havoc caused by floods, such as the lowering of the road, the adaptation of the parking areas and the installation of anti-impact benches that reduce the energy and damage that the waves cause.    <\/p>\n\n\n\n
